        ADVISORY BOARD ON VETERANS' SERVICES, BOTH TERMS TO
        EXPIRE JUNE 30, 2004.

HB 1757    RELATING TO HIGHWAY SAFETY                    TIA, JDC
HD 1       Removes trailer exemptions from prohibitions relating
        to possession or
(SB 2954)  consumption of intoxicating liquors in motor vehicles
        (Hiraki, Goodenow, Catalani, Takai).

HB 1758    RELATING TO MOTOR VEHICLE DRIVER LICENSING    TIA, JDC
HD 2       Gives the department of transportation an additional
        year to effectuate Act 175, SLH 1999 (which provides
        for a statewide driver education program and behind-
        the-whell driver training program), by excepting from
        the effective date of section 2 and 4 (Hiraki,
        Goodenow, Catalani, Takai).

HB 1761    RELATING TO MOTOR CARRIERS                    TIA, CPN
        Redefines advertising by motor carriers so as to reach
        all communications media (Hiraki, Goodenow, Catalani,
        Takai).

HB 1762    RELATING TO MOTOR CARRIERS                    TIA, JDC

 
 
 
        Clarifies the scope of entities subject to civil
        penalties for failing to comply with motor carrier law
        (Hiraki, Goodenow, Takai).

HB 1763    RELATING TO BICYCLES                          TIA, WAM
HD 2       Requires bicycle riders under 18 to wear a bicycle
        helmet (Hiraki, Hamakawa, Catalani,
(SB 2031)  Takai).

HB 1768    RELATING TO REGISTRATION OF MOTOR VEHICLES         TIA
        Requires home address of owner on vehicle registration
        form (Hiraki, Goodenow, Catalani).

HB 2643    RELATING TO ABANDONED MOTOR VEHICLES          TIA, WAM
HD 1       Changes preestablished fee of $1 or $2 per car
        registration, to allow unlimited fees to
(SB 2623)  be set by ordinance and collected by each county
        finance director for the cost of highway
        beautification and disposition of derelict as well as
        abandoned cars  (Say (BR)).

HB 2727    RELATING TO INTERISLAND VEHICLE TRANSFERS     TIA, CPN
HD 1       Repeals the requirement that registered owners of a
        vehicle with an outstanding loan cannot ship the
        vehicle between the islands unless he obtains a
        notarized statement from the creditor (Souki,
        Morihara, Kawakami, Chang, Herkes, Kanoho, Morita).

HB 2761    RELATING TO MOTOR VEHICLES                         TIA
HD 1       Organization's special number license plate and
        expands the maximum width of a
(SB 2114   decal from two and one-half inches to three inches
        (Takai, Lee).

HB 2823    RELATING TO MOTOR CARRIERS                    TIA, CPN
HD 2       Exempts only the operation of active, federally
        compliant school buses from sections 271-8.5 and 271-
        36, HRS, of the motor carrier law (Ito).

SCR 19     SUPPORTING A MISSILE DEFENSE SYSTEM FOR HAWAII     TIA
SR 6       (Kawamoto).

SCR 44     REQUESTING THE STATE DEPARTMENT OF TRANSPORTATION  TIA
        TO CONDUCT A STUDY OF TRAFFIC ACCIDENTS INVOLVING
        CELLULAR PHONE USE (Chun Oakland).

Persons wishing to testify should submit 40 copies of their
testimony to the committee clerk, Room 205, State Capitol, 24
hours prior to the hearing. Testimony may also be faxed if less
than 5 pages in length, to the Senate Sergeant-At-Arms Office at
586-6659 or 1-800-586-6659 (toll free for neighbor islands), at
least 24 hours prior to the hearing.  When faxing, please
indicate to whom the testimony is being submitted, the date and
time of the hearing, and the required number of copies needed for
submittal.

If you require special assistance or auxiliary aids or services
to participate in the public hearing process (i.e., sign language
interpreter, wheelchair accessibility, or parking designated for
the disabled), please contact the committee clerk 24 hours prior
to the hearing so arrangements can be made.

Public Folder.  A folder labeled "Public Folder" containing the
measures and testimonies for the hearing will be available for
shared use by members of the public.
